Why Capacity Building
Legal basis: IX Constitutional Government mandate—Article 2.8 concerning ICT and Article 6.7 concerning e-Government.
Civil Servant Capacity Building is crucial for strengthening public administration and delivering effective public services. In Timor-Leste, the IX Constitutional Government, through its Five-Year Program, has made Information and Communication Technology (ICT)-(point 2.8) and e-Government-(point 6.7) central pillars of our national development in the field of technology. This strategic commitment reflects our belief that digital technologies are vital for modernizing public services, improving transparency, and promoting inclusive economic growth.
To ensure the sustainability of technological adoption in Timor-Leste’s national development, the Government has launched a comprehensive capacity-building program as part of its broader digital transformation agenda. This program targets all civil servants, directors, and public sector leaders, aiming to equip them with essential digital skills and foundational knowledge in emerging technologies. Importantly, the initiative also introduces the early stages of Artificial Intelligence (AI) adoption within the public service system, fostering an environment for innovation and smarter governance.
